Woman gets stuck in traffic, sends Michigan a bill for $16.

she said she got stuck idling for about 50 minutes on July 23 while trying to get home to the Toledo suburbs with her cat after a visit to a specialty veterinarian outside Detroit. She said her Maine coon cat, Sammy, didn't like the delay either and howled the entire time.
